The State Department continues to block the export of most US-built unmanned aircraft designed to gather intelligence or conduct strike missions. Even the Pentagon cannot seem to come up with a draft export policy that it might try to convince State to accept. The technology and its implications are simply too new and too unknown, and nobody wants the blame if exported UAVs turn out to have unexpected uses.--Stephen V Cole
