Burma has received the first four of ten MiG-29s (roughly equivalent to the U.S. F-16) it bought from Russia for $13 million each. This is less than the aircraft cost to manufacture. But Russia has had a hard time competing against more expensive Western, especially American, warplanes. The U.S. aircraft have a long and distinguished combat record, often against the same aircraft that the Russians are trying to sell. Russia has been more successful in selling it's more advanced Su-27 warplanes (roughly equivalent to the U.S. F-15), which have not been in action against American aircraft yet.
