Zambia reiterated a promise made to the Angolan government that retreating UNITA forces would not be allowed to stay in Zambia. However, a Zambian foreign minister also said that the Angolan government and UNITA would not be allowed to fight one another in Zambia. In other words, Zambia is once again telling Angola that its forces will police retreating UNITA guerrillas and will not allow Angolan military units to conduct cross-border attacks.
