The armed forces is proposing a new approach to military security that places more emphasis on cooperation with other nations against common threats. Terrorism was one obvious common foe, but working more closely with the US military against unspecified foes (presumably Russia, which has often had governments in the past that were hostile to China.) The new policy would include Chinese troops, for the first time, joining UN peacekeeping missions.
