UN experts feel that, given the current economic conditions (a communist planned economy) in North Korea, the north will never be self-sufficient in food. Moreover, the economy is so mismanaged that it is equally unlikely that North Korea will be able to generate the money to buy food. While North Korea is making some moves towards reforming its economy, the UN feels that the north will require foreign food aid for at least several years to prevent starvation.
