North Korea said that if sanctions were placed against it because it broke the 1994 nuclear weapons development agreement, then there would be war. North Korea has threatened war many times since the 1953 ceasefire agreement ended the Korean war. South Korea is trying to get North Korea to stop it's illegal uranium processing program, in return for resumed oil shipments.
