A government investigation board announced that, in 2000, North Korea was secretly given $200 million of South Korean government money. The funds were transferred to a South Korean company that made the payment. The report indicates that this payment was a bribe to induce North Korea's leader, Kim Jung Il, to meet with South Korean leaders and sign a peace treaty. The South Korean media promptly called the payment a bribe.
