Russia announced it will close espionage facilities in Cuba, saving several hundred million dollars a year. Such sacrifices are necessary if Russia is to  rebuild it's armed forces. The Cuban's are not happy with the shutdown, as the payments from Russia were a key source of income. But the Russians pointed out that for the $200 million a year cost of the Cuban facilities, Russia could build and launch 20 spy satellites. In Chechnya, rebel activity left four policemen and 12 rebels dead.
