The extent of lawlessness in Russia, and the power of criminal gangs, can be seen in the sale of petroleum products (gasoline, diesel and fuel oil.) Police estimate that about a quarter of these sales are illegal, evading all taxes. Bribing, intimidating, or simply evading, government officials makes it possible. This inefficiency extends, as it always did, to the police, security services and military.
