The final numbers for Russian arms sales in 2004 were higher than expected, at six billion dollars. Back orders for weapons are nearly fifteen billion dollars. The main customers are China and India. But increased quality control, and the usual low prices and ease-of-use, have made Russian military gear attractive to many countries. Russia will sell many basic weapons, like warplanes, tanks and submarines, at less than half the price of American or European systems.
