  The Fall intake of draftees (there are two intakes a year) was one of the worst on record. Pretty much everyone who could, managed to dodge the draft. As a result, nearly 60 percent of the men actually drafted were found physically unfit for military service. And many of the rest were found to be poorly educated, have criminal records, or lacking in any particular useful skills. This is forcing the government to drop conscription and go with an all volunteer force.
