The commander of the Moscow air defense forces announced he had the authority to shoot down any hijacked civilian airliner that might be used to attack targets in the city. There has been some debate over whether the military had this authority, as Russian air defense forces have, since the 1980s, shot down several civilian air liners for intruding into Russian air space by accident. These incidents were very embarrassing for the Russian government.
