Burundis attempts to encourage Congolese refugees to return home has run into problems. Many of the refugees are from Tutsi tribesmen, and the majority Bantu tribes are attacking the Congolese Tutsi when they cross the border from Burundi. Burundi wanted the refugees to stay in the Burundi camps, but the Tutsi refugees feared more attacks by Rwandan and Burundi Hutu (a Bantu group) gangs based in Congo.
