Spain plans to buy 36 Tiger attack helicopters, but wants the HAD (multi-role) version rather than the HAP fire support or HAC anti-tank versions used by France and Germany. The problem is that it will cost $136 million to develop the HAD, and Spain refuses to pay this in addition to the cost of the aircraft themselves. The French Army is known to also want the HAD but has yet to convince the French government to buy it. If France buys the HAD, it would pay the cost of developing that variant and open the door for the Spanish sale.--Stephen V Cole
