Iraq's official website, uruklink.net. On March 20, the site had 14,200 visitors, a record. The daily average has been 4,000, and after March 20, has declined to 8,000 a day. However, these sites have since attracted some hostile attention and are currently very difficult to get into. For some reason, Iraq changed the IP address of Uruklink.net on the 21st. Uruklink.net should still be reachable, but for whatever reason, sometime it is not. It's likely that the government has restricted access to the Internet, because it is known that government officials have been using email to negotiate their surrender to the invading forces. Now, the Iraqi government's main web site appears to have been hijacked, denying the world  web access to whatever the Iraqi government has to say.
