Poland and Germany have reached an agreement under which each nation could (when invited) send 3,000 troops to the other country for 30 days each year. The deal covers joint training exercises and so forth, and will be the first time in history that German troops have legally entered Poland. The agreement should be ratified by the end of the year and the first exchanges should be next year. On the other hand, a nearly identical agreement signed with Britain last year has never been ratified.--Stephen V Cole
