American warplanes hit a radar station in southern Iraq, in response to Iraqi warplanes entering the southern no-fly zone and, in one case, Saudi Arabia (on September 4th).  Iraq has accused Kuwait of stealing Iraqi oil by drilling into Iraqi oil deposits. This was one of the claims Iraq used to justify it's 1990 invasion of Kuwait. Russia has agreed to resume commercial flights to Iraq next month, in violation of the UN embargo. France and Russia never accepted the ban on airline flights to Iraq.
