The Israelis plan to build a 40 kilometer fence along the Lebanese border, and build new defensive positions in Israel, once their troops leave south Lebanon. Existing facilities in south Lebanon would also have to be destroyed or dismantled. Peace with Syria would include withdrawal from the Golan heights, and Syrian cooperation in stopping continued attacks on Israel from Lebanon or Syria. The Israelis take into account their considerable military superiority over Syria and Lebanon to make the peace agreement work. Syria also has serious economic problems due to its large defense budget.
