Ten years ago, international aid organizations complained that the clan fighting was interfering with aid shipments to destitute people and refugees. Now, the same complaints are being heard again. A decade later, the warlords and their gunmen are as feisty as ever. Only the fear of Somalia being used as a terrorist base is causing foreign nations to consider another military intervention. The warlords, aware of this, are falling all over themselves to offer assistance in any anti-terrorist effort (and avoid getting bombed.)
