A UN team is visiting nations bordering Somalia to investigate reports (most true) that weapons are still being smuggled into Somalia despite the UN embargo. Since the UN does not have the military or police forces to enforce the embargo, and the Somalis want to buy more weapons, it should be no surprise that the arms trade continues.

Meanwhile, attempts to get all the clans and warlords to agree on a new central government have failed. Somalia has become a prime example of a "failed state." What is forgotten is that Somalia is today what Somalia (and most other African "nations") were for centuries: a collection of tribes and warlords constantly at war with one another. The European colonial governments put an end to that in the 19th century. But now colonialism is gone and the old ways are back.
