The new parliament is split over establishing the government outside the capital (Mogadishu). Some 36 percent of the 275 members of parliament refuse to go to Jowhar, 90 kilometers north of Mogadishu. Negotiations are taking place in Yemen, to resolve this. However, four days of talks have not resolved anything. So the new government is fragmented over the location issue.
