The Army has issued a $3.1 billion contract to Boeing and United Technologies for 13 RAH-66 Comanche helicopters. Construction of these aircraft will complete the "engineering and manufacturing development" phase, when the assembly line is built and minor changes are made to the aircraft to facilitate assembly.--Stephen V Cole
