AHOY,
 
I've noticed a lot of times there is a section along the leading edge of one of the vertical stabilizers of theses Sukhois, that is painted ususally white. Or as in this case green i.e. same as the nose and tips of VS. 
 
Is that a sensor? And if so is it a passive array?

When I was a teenager in the early 80s, this was an almost unthinkable photo.  While there is no shortage of trouble spots and strife today, we have come along ways in some areas.

When I was a teenager in the early 80s, I got my hands on some photos that would be unthinkable now i.e. members of my Marine Corps unit servicing along side of Mujahideen.

Let's hope that with new relationships and opportunities like this, our intel and military have come to know the latest Sukhoi fighters well. ... The better to shoot them down in any necessary future scenarios.
