Subject: Distributed Operations

Does the Marine Corps intend to adopt the distributed operations platoon/squad design that they tested? I've read about the idea but never anything that says it had been implemented Marine Corps wide.

Background:

To really understand his issue you would have to read an article he wrote a few yrs back called The Two Marine Corps, I believe.  In it he discusses the fact that since the Corps inception it has been a War Fighters Organization 1st, a bureaucratic service 2nd.  But over the last few yrs the Corps Washington leaders have been chasing Big Ticket programs like the other services, instead of focusing on the Warfighter like had been tradition.

This is the of his article, not whether DO is going to be a effective Operating Concept but whether HQMC allows the Concept to be high-jacked by Marine bureaucrats pushing Big Ticket items for more funding.

Here?s the danger

The concept is still in development.  Its in the Iron out phase.  Its already been proven an effective Operating Concept on the battlefields of Afghanistan, Iraq, & the Philippines.  Whats left is the setting in stone of the Tactics-Techniques-&Procedures (TTPs), training, & SOP for permanent application.

He stresses the point of keeping the development of the Concept in the Hands of the Company-Batt/Reg. Commanders and Senior Enlisted and returning MEU(SOC) Staff, to keep the focus of concept development where it belongs.

He,s  warning if HQMC allows DO to be used to justify the acquisition of Big Ticket Items it would result in shift of focus to occur fr/ the tactical improvement/development of individual Marines supported by whatever weapon system/launching platform.  To the emphasis being placed on X-systems choking ultimate development of the Marines.

I was in service in the 1970s & 1980s when Lind was in his prime.  And, I was always a bit confused by his writing as it seemed to have little to do with the Marine Corps I was involved in.  years later i figured out that Linds perspective was narrow and patch work as his overall contact with the Marine Corps was limited to a narrow group of officers in  limited venues.

Yes, but he has a point about not hinging the development of DO on the development of the Big Ticket items in development.

DO should be developed in conjunction w/ these items, not depended on them.  The danger is the MC Combat Development Center has slowly been merging the programs.  Using DO to justify why the MC needs to develop X-Weapons System.

One of these is a new Satcom network of low-earth orbiting Satellites to operate a new PDA/Satphone/SatPTT Radio, which when it comes on line is going to be great, but in discussions "DO needs this system" to properly operate.

No, as long as DO is solidly structured, a DO Plt of Marines will continue to Improvise, Adapt, and Overcome.
