And who would the Russians use them against? Japan, Finland, or perhaps Sweden or Norway, maybe Latvia or  Lithuenia. Certainly not against any of their landlocked neighbors that threaten them on their borders.

The same questtions don't apply to the democratic West, as is well known we pose no threat to our neighbors, unlike Russia, China, Iran, N. Korea, etc..  There is no moral equivalence.
