Only the soldier gets a paycheck. With dependents, the soldier will still receive his basic allowance for housing for his pay grade. Also, if you are deployed to a combat zone, you will still receive your basic allowance for subsitence (food allowance), you will receive danger pay, and you will receive a field TDY rate upon return. Finally, all combat pay is exempt from federal taxes, and to my knowledge, all states exempt it as well from their taxes. It is up to the soldier and his dependent to work out how she will get the money to pay for the bills. However, the soldier is responsible for his bills, and you can order him to make allotments to ensure that he fufills his legal obligations and give article 15s if he fails to uphold these obligations (you can take pay, rank, and time).
