I wonder how do they justify that. I have never sen Russian Constitution, but I bet there is something there like laws are equal for all citizens. If it is an official decision, it might become a legal problem. I mean, I understand the motivation, just wonder about legal aspect.

Why not create some 100% Caucasian units, that would get around the internal clique problem.
