Subject: Recruits Continue To Get Screwed

The last paragraph is cryptic. Someone might interpret it to mean, "Blame the victims." Were the inscrutable female recruits guilty of seducing the 15 innocent instructors?

Doesn't strike me as cryptic, in the least. Just pointing out that underlying gender-based human psychology needs to be taken account of by tutors. Typically, even if only subconsciously, there will be different responses. Especially on courses where physical contact forms a part of the basic module, as I'd imagine there might be a fair degree of in this example (self-defence is inferred).

During World War Two, large numbers of women were brought into the uniformed services as enlisted personnel.  This obviously provided the military with a great deal of experience in training such recruits and then managing them in various occupational specialties. 
 
Aren't there "lessons learned" documents that had been compiled during and after War Two which can serve to enhance the concerted improvement of training doctrine today?
