Just for starters, considering the proportion of military jobs that are not only non-combat, but CONUS-rooted, is it really necessary for the armed forces to continue to insist on recruiting

1) physically perfect specimens

2) 17-30 year olds

This is where Britain is headed, with proposals that the handicapped (blind, deaf, wheelchair bound) be recruited for some jobs. There's also a lot more outsourcing. Many of the support jobs in Bosnia are handled by civilian contractors. But as far as better recruiting, look at the what the Marines have always stressed; "we offer you a challenge, are you up to it?" The navy is now using the same pitch.
