In a time when counter-insurgency and operations-other-then predominate is there an intergrated system that would allow the military to do joint ops with police or other emergency services. The military is in essence another emergency service albeit the oldest and largest.
For instance just as every naval rank has a military, air, and marine equivalent, why not a police, intel, or civil defence equiv. Of course the possibility of joint ops is rarer in the US because of the Posse Comitatus Act. But the military certainly takes part in natural disasters and so on. In any case could a seniority system be integrated all through the "Emergency Services" as I defined them?
