Pakistanian  ruling elit-military  brass works  like security  company  professionals selling stability in the region  at the cost  of  US  taxpayers.

Advancing 50 - 70 km into Pakistan at the right spot gets you close to cutting the country in half.

And if you cut Pakistan (or any Stan) in half, you created two additional, Islamic, radical groups intent on killing each other (as well as any/every one else).

But seriously Vahitakanig makes a good point up there - ISI and others are basically operating a protection racket - they hold the situation together just enough to stop the whole thing heading towards the above scenario and demand US dollars in return - which they then use to reinforce that stranglehold on 'stability' for want of a better word - only, sooner or later they'll lose any control they have - the US needs to continue to pay up - right now there simply isn't any other option that is remotely desirable and in cost terms, well, it's a few billion a year vs hundreds of times that if it went tits-up.
