How do tracers of E-mail tell those who visit internet sites from idle curiousity from those who are actively interested? It seems likly that the web sites of most extremist groups have a considerable amount of people who visit them primarily to amuse themselves by laughing at the idiocies of the ignorant masses rather then from a serious interest in such sites.
Presumably the state(whichever state) if it does monitor such sites, a fairly obvious thing to do-if not in keeping with the principals of the ACLU- counts the number of times people visit. Those who are going on a lark will presumably not come back. But is there any more to it?

tracing email and tracking visitors to a site are two different things.
