Are defections still happening? That's a loaded question, I know... but since the cold war is 'over' has this sort of thing come to a stand still?

How are you defeining 'defection'?   

A news item I saw two years ago indicated several thousand applications for permanent residence in the US by people holding passports of Russian, Urkranian, Polish, or other former Communist nations.  It had no statistics how many were applying for economic reasons  or political.  Neither did it indicate exactly how many applications were approved.
