Why Israel they have an terror attack every week, which their intelligence cant prevent ... The intelligence of the UK has kicked itself out by taking big passages from a students work from the 90s and selling that as a new report about Iraq ... ;) really stupid ... Now they are accusing Blair of mixing their reports up with other sources. you dont hear much about the Russian and Chinese intelligence service. That is what they are all about in my opinion ...

Tend to agree. SIS is pretty good on humint (and as J Dunnigan has pointed out, SIS is a tenth of the size of the CIA and has less than an tenth of the funding, but the CIA is nowhere near ten times as good as the SIS. But when it comes to Sigint, the Americans are the only game in town. It's actually quite alarming the extent to which we are dependant on the Americans sharing their high tech stuff with us.

The Soviets lost the Cold War but they always had more efficient intel services. Comparing the Russians to the US is difficult because the Russians have better HUMINT while America excels at SIGINT and ELINT (electronic intelligence.) Of course whatever type of intel is collected it still takes experts to collate and interpret the raw data. IMHO the Russians are still better at this. Good example -where are the Iraqi WMDs. So my top 5 list - Russia (best HUMINT), USA (best SIGINT and ELINT), China (2nd best HUMINT and efficient global network), Israel (Best at counter terror) UK (MI5 and MI6 still the best in Europe).

My opinion is that Arab Intelligence is the BEST, they have no terror, their ambassies are not in danger of explodes, there are not a suicide attacks (Iran, Syria, Libya and etc..)

Yeah and every 10 yeahrs the Government is overthrown by the people it murdered. There are suicide attacks almost every moth anywhere in Arab countries, think about Pakistan or Jemen or Saudi Arabia. So dont talk such about no terror. Thats just wrong.

In terms of technology and global capability, none can beat the US intelligence for the next 50 years. HUMINT is getting stronger day by day. But in terms of regional capability, ISI of Pakistan is the clear winner. They created the Taliban and support Al-Qaeda. Even with Musharraf doing a turnaround post 9/11, neither he nor the US can't control ISI. They operate autonomous and just do what they wanna do. ISI has the Indians literally on their knees with the proxy terror war in Kashmir and elsewhere.

I don't share your optimistic analysis with regards to US HUMINT. In fact I'd say it's a very rose-tinted analysis indeed. Aside from the technological determinism that riddles the US defence community, which, while not universal, should not be underestimated, US HUMINT has been run down in a BIG way since the end of the Cold War. HUMINT assests don't repair themselves overnight and the US is no exception. US intelligence has a serious HUMINT defecit and, even worse, a serious defecit in trained analysts. There's a serious disparity between the raw data the US can collect and the rate at which they can turn it into analysed intelligence prduct. The main response to this so far? Admiral Poindexter and Total Information Awareness. I'm not holding my breath.

Agree with you on the HUMINT part. What I meant was that there is now a focus on building HUMINT. Maybe incorrect choice of words. Sure there is no instant gratification here. Only optimism!

I don't know enough about the ISI to give you a real in depth assessment but they are certainly a power, both within thier country and regionally. One of the more dodgy sets of people you are likely to encounter and they don't want for a few bob, by PAkistani standards. And yes, they play their own game, pretty much regardless of who is running thew country at the time. If we think Musharraf can (or is willing?) to fully rein in the ISI, I think we are being somewhat overoptimistic. The ISI is also helped by the fact that the population of the Kashmir is Muslim majority, plus the fairly extensive Pakistani immigrant communities in Europe. A fairly extensive sea in which to swim around in.
