The article describing the various state guard units is very interesting and is needed. I am in the California State Military Reserve(CSMR), or as were once called, California State Guard. Our history goes back to the old gold mining days of the 19th century when the then goveror of California first established a state militia as allowed under the federal law. Federal troops just were not available to help control the many issues that the state faced during those times. During the WWII, the state guard was mobilzed with an authorized staffing level of 107,000 troops. We were issued old WWI rifles and machine guns and were ordered to stand guard over vital communication, water, power and governmental installations. As well we performed patrol duties in likely areas of attack by the Japanese military. We again were activated full time during the Korean war conflict. Since September 11, 2001, the CSMR has been very active throughout the state providing logistical and training support and manning various ommunication and headquarters slots. I am a small arms weapons instructor and my unit has been extremely busy since 911. We are often the last people the Army and Air National Guardmen see before being sent away. Most of the guard units are out of the country on various missions. I encourage anyone that can, please contact your state guard/state defense forces and see if you can be of assistance to your state during this very long mission ahead of us. You may never be too old or too young to serve your country. Remember the Brittish during WWII. They used their Home Guard the same way this country needs you now. Please join up if you can. Thanks.

You could look at the Danish Home Guard for inspiration. By the way: CMSR has been mentioned in one of Raymond Chandlers Phillip Marlowe novels

Strategypage article on Peacetime Operations of Oct 19th was the biggest case for 'Wishfull Thinking' that I have ever read. The only place where you would find the numbers of individuals needed that know the culture and language would be from people within the target peacekeeping country. Our SF,CA, MPs,and contractors would take years to develop such an organization within any country other than our own. The British accomplished this feat through the colonization of India in the 18th thru the middle 20th century with their sepoy program. This program required the constabulory and civil servants be paid and controlled by the British creating another 'caste' of Indian government workers with sole dependence on Britain for their livelihood.
