The "dictators union" voting block at the U.N. influences oporation of peacekeepers. Dictators value creating the ilusion that something is being done wile blocking real response. Peace keepers from the U.N. can be both an excuse to not take real action and an impediment real intervention. The can serve as hostages more than rescuers. When political restraints from the U.N. preclude meaningful punitive nothing. responces to attacks on peacekeepes the unavoidable result is that peacekeepers accommodate the needs of the badguys. This in effect makes them worce than nothing...sometimes.
