What is the big deal here? 10 interceptors placed in Poland can't be much of threat to Russia with heaven knowns how many nuclear warheads.

Is this just chest thumping by Putin or are they serious about re-deploying the SS-20 Saber?

Russians have long memories. They feel the need to keep some kind of deterrent in place. The French and the Germans  have already sightseen along the Bug. They want to discourage future tourists. I know its irrational, but if you were Russian with Russian history, what would you do?

Point well taken. 
 
I would not waste the money on dropping the INF pact - just put a few SU-30 bombers along the Volga and make sure NATO understands "Keep out - Trespassers will be nuked" in Russian.

Russia plainly believes that all of the former Warsaw Pact block should be in their orbit. These east european countries have been leaning as far west as they can from the minute the reds were sent home with their pockets empty. Putin thinks it is Russia's "Right" to rule this part of europe and the deployment of US ABM's is the death nell of that belief.
