Well, weapons do evolve, and get proliferated, too. Whatever America has today, somebody else might have it in near future, too. So, it might not just be a pure paranoia trying to counter those developments.

I would call this very good news. Once the Putinist regime withers away, I should believe that Russia will be a much friendlier country. China and the Islamic World are the real future adversaries.

So, to develop ICBM for countering of future Chinese threat is not just pure paranoia. But to do the same for countering such nice guys from "Citadel of Democracy" is clearly paranoia?
Mikhail Gorbachev was guided by this logic. He well understood position of the western partners, but so poorly understood a situation in own country that there is no Soviet Union anymore. You in the West applaud it, and here in Russia Gorbachev doesn't appear on the street without guards.

As Russia wicked little bit about phycisc can made progres about missiles but practicly this doesnot means too much things.
Kremlin likes to make a missile show but technicly this alos prove that Russia has no tactical war talent on the battle field.Thats why in Russia missle forces separate military branch
