Subject: Fixed Personnel (and Infrastructure and Financial) Overhead of Military Forces

Some top-level command structures, administrativ structures, procurement structures, etc. of the armed forces are needed at the national level and can remain essentially fixed regardless of how the size of the actual armed forces grows and shrinks. I am wondering if somebody knows what all these areas are and how many people are necessary for each (assuming a lean organization).

If somebody knows how much such fixed overhead is necessary in terms of infrastructure and financial spending, that would also be great!
