The shipping companies need to work with governments to set up some 'honey traps' too.

 

Allow the hackers to get information on what look like good targets (slow, valuable, unprotected targets) then have a squad of armed Navy or Marine personnel placed on board offshore before entering the operating area.  With several times the personnel and firepower (including heavy weapons), and police powers, they could wait until the pirates are actually coming on board to act, and capture or kill all of them.

 

Do this a half dozen times and the gangs won't trust the information produced by the hackers anymore.
