Russia tried to develop an equivalent to .338 Lapua and similar rounds. It is 9.3x64mm. However the round doesn't seem to perform well, accuracy and range seem to be far bellow expectations.

against body armor

I would assume Russian's new sniper rifle is designed, not against un-helmeted/armored guerrilla fighters, but against full armored soldiers (like Ukrainian army).

For .50cal rifle body armor doesn't make any difference.

Actuallay Russian tactical weapons designed for geurilla warfare,by means of terorism and local dictators ,so easy to use, maintain but not lethal effect for combat challenge.
Anti material guns part of geurilla warfare more than regular army .For me Lahti L-39 good enough.

"ot against un-helmeted/armored"
To further back up Trench's comment.. most body armor would be challenged by a high velocity rifle of just about any caliber.. And helmets (although that's changing) are largely designed to resist fragments and potentially deflect bullets.. most of them will not stop a bullet.
Body armor doesn't make one invincible.. best practice is not getting hit in the first place..
And Vahit..
I'm somewhat at a loss.. I'm pretty sure a .50 rifle, is relatively rare in most insurgencies.. they tend to be on the heavy side.. which is tougher to move around.. .50 ammo isn't exactly common and is relatively expensive. Not sure how this makes for a good insurgency weapon.. but maybe I'm missing something...

Before deploying to Afghanistan we were shown then-issue British Osprey body armour which had a .50 cal bullet stopped in it - but even if the armour stopped the round, I am sure the energy dumped onto the chest would have utterly destroyed your ribs and spine etc

12.7 mm / 50 caliber Anti-material round I've read it is particularly effective against complex, sensitive and compact targets such as rockets/guided missiles. I guess sitting aircraft and mobile communications equipment would be targets also. I'm not sure about the problem of getting close enough to hit these though. And guerrillas/insurgents will probably not have a lot of these types of targetable equipment.
