For not factoring in Russian recalcitrance one sure can.  France won't back Ukraine and Georgia into NATO.  I would prefer to see the Ukraine & Georgia in NATO over France.  France should not have been allowed to rejoin NATO.  Interesting France's crawl back into NATO coincides with reductions in her Armed Forces.
