I think it is quite well knows to everyone here that the Taliban are using their old "Mujahideen" tactics that lead to their victory over the Soviet Union, that is to constantly flow over the border to Pakistan ( they are using a rotation system quite similar to the US one !!! - all described by Peter Scholl Latour in the 80´s) into their save sanctuaries and back into combat.  That is also where they get their supplies of Ammunition and other neccessary stuff from.  They will use anything from Woman to old man with donkeys to carry this over the border, and it is impossible to stop that or even try to control this border at the current situation. What we have to keep in mind is that Pushtun loyality goes far beyond loyality to governments in the Area. They see themself as one people, just that artificial borders are running through their tribal area. Winning their support is the most important thing, but it is very hard to get them to abandon their "brothers".  What is clear is that in order to win the War, the streams of warriors and supplies between Afghanistan and Pakistan have to be broken, best thing would be to Ally with Tribes in Pakistan.
The steps taken are already aiming at the right direction, yet one has to be careful to not upset the Pakis too much.  The currect situation with Bhutto in charge has made the situation worse, for he is a known criminal that has been trialed for his corruption before -  and he knows he has to be Allied with the strong fractions of Pushtuns in his country in order to stay in power, he is not in a strong position right now.
