Standard political cheap shot. Nothing decided in the committees is set in stone, and generally gets changed or drop in the conference committee between the House and Senate.
If the Arab countries need money, I heard Saudi Arabia has plenty.    That $15 billion could have built a lot of schools in the United States.   I hope to see all of you at anger management class.
Not a chance it will get spent on new schools (which are generally not needed at this time), or even improving old ones. If it does end up going to schools, it will almost certainly be eaten up by increases in teacher;s salaries and benefits or administrative overhead. But it is unlikely to be spent on schools, but on some politicians pet project for his cronies (especially in an election year).
