That was a IED/mine.  The pavement was clearly visable rising up before the dust cloud appeared.  Any ordinary mortar round would have detonated on or near the surface and displayed back smoke from the start, along with the grey dust and possibly a flash of fire.  Theres a lot of other clips on YouTube that sow mortar rounds for your comparison.

The explosive charge is difficult for me to judge.  I dont know how deep below the road surface it was, or if a steel or concrete culvert damped it.  Perhaps one to five kilos?  Several 12cm caliber mortar rounds might have been enough.
