Everyone is buying submarines. How does a surface force determine if it is danger when a submerged boat is is detected? You can't see it so you don't know what nation owns it. Is it justified to require a submarine to surface and hoist its national flag when it's operating near surface units? Would it be a breach of maritime law to attack a unidentified submerged submarine deemed to be belligerent?

You can't see it so you don't know what nation owns it.

each submarine, and/or class of submarine has a discrete signature - so you can actually start narrowing down who, what it is or owned by.
