The word is "EATS".
 
 I think the 'easts' in the title is a misnomer. This is not unexpected practice either. The USS Peanut was an engineering debacle appropriately named after a total loser and was turned into a commando boat to get some function out of her. 
 
Actually the USS Peanut turned out rather okay after the conversion. "Surprise, Surprise." as Gomer would say. Would be nice if the actual Peanut for which she is named had turned out to be a worthwhile president or a useful Human being....
 
But that is another topic for another site...

His 2nd gig actually turned out well- a great humanitarian respected by both friends and foes alike.
 
IMO, he did more to uphold the rightful (as moral model) headship (and thus global leadership) of 'Americana' than what our mil-industrial-complex had (and will) ever achieve.

Let the man speak and act for himself and draw your own conclusions.  This is from a rabbi and one time friend:
 
"Mr. Carter’s pronouncements on the Middle East have become so toxic that had he not once been the American Commander-in-Chief they would be dismissed as the ravings of a man utterly out of touch with reality. But notwithstanding all the damage to his credibility, and notwithstanding his own grandson Jason, currently running to be Governor of Georgia, basically asking him to shut up, he remains obsessed with the Jews and Israel. While ISIS is trying to carry out the slaughter of Yazidis and Christians in Iraq, while Libya descends into a hellish morass of violence, and while hundreds of thousands die in Syria, Jimmy Carter remains fixated on the crimes of the Jewish state.
 
I grew up in the United States during the 1970’s when we danced to disco music, wore leisure suits, and watched the Brady Bunch. But as if that weren’t torture enough, we had Jimmy Carter as president. I can still recall how depressing it was to watch his taciturn face announcing one catastrophe after another, from the skyrocketing misery index, to the Soviet invasion of Afghanistan, to the capture of our hostages in Iran, to the tragically botched rescue attempt to free them. Fortune did not smile on Jimmy Carter and he was, poor thing, hapless at nearly everything he touched.
 
But Mr. Carter’s biggest failing was to be bereft of a moral compass. To be sure, his heart wished to do good. It’s just that his head was often confused as to what the good was. Throughout his career he invariably found himself defending tyrants and dictators at the expense of their oppressed peoples, not because he was insensitive but because he was confused.
 

Mr. Carter always subscribed to what my friend Michael Scroccaro calls ‘Underdogma,’ a knew-jerk reaction to champion the cause of the underdog however immoral the party. Poverty dictates virtue and weakness dictates righteousness. So, if the Israelis have jets and the Palestinians only rockets then that must necessarily mean that the Israelis are the aggressor."

 
 You can read the rest if you want, but you should know (fair disclosure) that I know the man much better than the rabbi did. The Peanut is an utter disgrace as a human being. He was what we used to call a fellow traveler at the best of times and a Quisling at the worst. It was a miracle we got out of his administration as a nation alive.

I was in the game in the 70s and remember still a night mare I had one night that peanut (I like that callsign, it fits) and Ros were dumb enough to walk into a shuk someplace and get captured and held hostage.  The nightmare part was that people I knew were going to have risk their lives to go get his lame ass out of there.  Of course, this nightmare is based on actual occurrences (the horribly botched rescue fiasco).  Good thing the effort got staunched when it did, lest we had a whole lot more casualties and hostages.  Any man bright enough to con a US sub who approved OPs like those has no judgement whatsoever or else caved to political desperation.

Obama is a black version of Jimmy Carter, fawning to people who walk all over him (Jimmy's 1978 Iranian hostages vs Iran 2003- manufacturing roadside bombs to kill US soldiers in Iraq, blow up US boats)

I should have left the comment about the Peanut out of this discussion altogether.  The point about the usefulness of a commando boat, even a Type 093, to the Chinese, was lost in the noise.

Hard to believe what I read and then that it was echoed too... WOW. I do not believe there has been one single American President that has been a stranger to disasters with the exception of Obama. When you look at it OBJECTIVELY and notice that Ford had Mayaguez, Reagan had Lebanon (Marines dead by the hundreds), Bush I sneaked through with out a catastrophe but then Clinton has Somalia and Bush II had mission accomplished. I would not call that a hall of fame and certainly think Obama has avoided any errors of entanglements like those. So Keffler... try to be objective and not give our younger friends here a twisted vision of how bad is Obama when others have been worst.

You're like Russian/Chinese posters 2.0 Instead of pushing a govt agenda you just like to cause strife and waste peoples times. Noisy boats, after the first one launched, i remember reading there were major issues with noise generated, so, no surprise there. The question is, do you run with a bad production, simply to get your experience up on boat building techniques, and simply wear the 2nd rate boat, damn its sailors to oblivion should war come and hope you do better next time? Or do you cut the production run, bite the bullet and go back to the drawing board, sacrifice all the long lead time equipment you've already built or at least paid for, and go for a better design 2.0?
Im not sure whats the better alternative?

You use the boats in hand and assemble the parts and material in the queue for the boats you paid for and launch and use them, too. Why? Numbers, training, oddball missions and war is a sometime thing, but peacetime fighting is here and now . Even dictatorships have policy disputes (carriers versus subs PLAN right now) and if you are a submariner you will put hulls into the water for presence, practice, and prestige. Even if it is suicide, come war, you might have a type 093 in close enough to bag a US cruiser before it is killed. Boat and crew paid for itself.             
 
The USN used obsolete S-boats initially in the fight against Japan (and paid bitterly for it) because something sinking freighters was better than nothing. Numbers matter, build opportunities are sometime events (5 years for the Chicoms to build an atomic sub) and the need is for hulls for missions yesterday.
