I wonder what prompted the Russians to do this? Is this just to stick it to the US? I think Russia is just trying to reclaim some of its former glory, and try to prove that they still matter in this world.

The last I heard, they only had about a dozen Tu-160's in operational use.  If that is the case, they are almost as valuable to the Russians as the B-2 would be to the US.
