Russia is fighting different groups in Caucasus for more than a century. Perhaps a couple of centuries. The groups were often Muslims, with more or less religious related political agenda. They have even made some "east side" western alike movies on that topic.
 
I guess Russian got used to that aware that it will never end.

At one point Stalin had put an end to it when he deported entire populations to Siberia. However, for some reason he brought them all back and the problems started up all over again.

I didn't know about that VisigothCAS, I can only guess. Do you know why people started to have cats around ? Because of mice, they wanted to protect the grain. That might be the answer to your question. Perhaps there was someone else causing even more trouble.
