Nigeria just completed a "research" reactor in the north of the country. What gives?

Could be trouble. Nigeria isn't the most stable of countries. Must admit that I'm not very knowledgable on Nigeria so I don't know what they would be likely to do with the reactor. (Make nuclear reactor fuel for sale, make weapons grade material for sale, develope a capability for nukes should the need arise, develope nukes). I also don't know how the IAEA is responding/monitoring or whether it's for legit research according to the IAEA.

If I'm to believe what I've read then the reactor is a research reactor of a type (miniature neutron source reactor) that not suitable for nuclear weapons production. There might be a problem with the fuel in that it is highly enriched Uranium. Oh and Syria and Ghana also have one. link link "In 1991, China started constructing Syria's first research reactor, a 30KW miniature neutron source reactor (MNSR) to be located at the Der Al-Hadjar Nuclear Research Center near Damascus. China provided Syria with approximately 980 grams of 89% enriched U235 to operate the reactor. That facility went critical in 1996 and become fully operational in 1998. The MNSR gives Syria the capability to produce neutrons for nuclear analysis, isotopes for industrial applications, and radioisotopes for training purposes, but is unsuitable for weapons production."

Third-world countries seem to latch on to nuclear tech as an icon of modernity. Like big dams and highways. It's a pity they don't similarly regard literacy as an icon of modernity. Or rule of law.

Hummm...89% enriched is weapons grade...You get Pu by bombarding it with "slow" neutrons...That facility may not be suitable for weapons production, but if your patient, after you get a pool of trained techs and scientists, guess what your next step could be?
